All of the other factions except for the rebels have the options. For the muslims its baglagh, or something like that. But I am 1000% sure, all of the factions can build them.
I was born chivalrous, but situations made me a dreaded.

Well, no ships can go across the Atlantic in Shogun. The Americas didn't exist in Medieval I. And no ships can travel across the Atlantic as well in Rome.
