Default Disabling Rebel Army Spawn around Capitals

The mod is really great but there is one thing that really annoys me.

Those rebel armies that spawn near capitals, if the face turns blue. I check these towns regularly, at the end of the turn everything's fine, everyone is happy, butafter i've pressed the "End Turn" button - bam! - population happinness drops and I get a formidable rebel army sieging my town. I just don't have a chance to react.

Is there any way to disable this feature and would the solution be save-ompatible?

    Thanks in advance

It's in the campaign script (world->maps->campaign->mperial campaign). Look for " II Rebel Characters Script for Capitals" which is right after the garrison script. Personally, I'm editing the armies so they are still strong but not insanly powerful. If you notice, there are two armies that can spawn, I'm making one as powerful and needing a strong army and general to fight, the second is being made as strong but beatable with a small army and a general with little experience.

I get around that problem by setting my capitol to auto manage for "growth", but disable the build units / buildings boxes.

This basically just always leaves my capitol w/ the lowest taxes, which means I lose tax revenue, but the city grows like crazy.

Best of all, no uber rebel army spawning in front of my most important city at an inconvenient time...
