No rebel armies in rebel settlements

So I decided to start a new campaign today in Medieval II, but when I started it up there were no rebel armies in the rebel settlements. They're all just vacant, so I can expand quite quickly. I've only played two campaigns before this one, and it didn't happen during those so I was very confused.

who are you playing as? do you remember the names of the settlements?

It happens with every faction - it doesn't matter who I choose. And it's all the rebel settlements that are deserted.

Did you change anything before you started playing?

Try a reinstallation?

What patch do you have?
How did you install the mod?
What language is the game?
Have you modded the game?

I have version 1.02
The only Mod that I've done is changing the playable factions in the descr_strat. I put all the factions as playable except the Mongols, Timurids, and Slaves.
The games in English.

I'll try to reinstall it and see if that does anything.
