Epirus isn't that hard, I always sail to Sicily with Pirus of Epirus, 5 cities instantly to add to the 3 others...
I haven't given Pontus a try due to the "easten general" that I dislike...

Epirus, rome likes to kick your greek butt on the Italic mainland and then those Macedonian Monster, just keep spawning phalanx against you and your only ally is Syracuse who probably is having a hard time one there front.

I'm going to say the Seleucids, you have to try and hold together a crumbling empire at the start and it is pretty difficult to try and fight against horse archer armies using phalangites.

Dacia is tough -- enemies on all sides, rather weak roster, Greeks and Macedonians crawling up from the south, not alot of money... tough.
Of course, you do get to start in Mordor, where the shadows lie...
I found that the Dacians had plenty of money, so long as one doesn't go beserk building stacks and picks battles carefully.
They are surrounded by free people at the start, so you can pick the direction you expand in and can avoid fighting a proper faction for a while.
Their unit roster is fine, so long as you don't try to use falxmen or axemen as you would use hastati or principes.

Meh, I took over Italy as Epieros... with Pontos I was destroyed completely.
I would say Dacia. Surrounded by enemies and a shortage of early money.
Dacia isnt that hard, I played it a million times, yust go east at the start of the game and conquer the Krim, later land in Asia minor and your done...
I tried to play historically and defend the homeland. Until the Macedonians invaded me and I role-played a "people in flight".
