Cannot reinstall Rome - Total War

I had on my PC for a while and played, then later decided to uninstall it. Then, I came back to it and could not install it. It wasn't totally gone and tried to manually delete it but it didn't work. Sometimes I got this error. And It crashes when I try to remove it from the control panel. I'm getting really frustrated.

Do you have the .net framework updates from Microsoft installed? Try downloading and installing those.

I just need it to get totally off of my PC first. I've tried manually deleting it. It still pops up with the Start up screen to play it. (and does nothing when clicking play obviously).

Ohhhh, that is a knowed issue. Try to defrag your drive then get a clean up program. I can't remeamber the specific one, google it.
