Odd lack of named legions in new RS campaign

I was wondering if anyone has had this happen before in a RS1.5 campaign.

Im on about turn 100 and built the Imperial palace in Tarentum long ago which normally unlocks many of the named legions. But this time around it only unlocked 4 legions in Capua, Arretium, Genoa, and Tarentum. At first I thought the army baracks would slowly show on the build menu at the other cities but even with many cities with a pop of 24000+ there are no barracks to build, hence i cannot build any more named legions.

Ive played about 6 campaigns of RS1.5 and this has never happened before.

Anyone know what Ive done wrong...or is there just some chance factor about when the legions become available?

Its a problem now though because i cannot build either VE legions or hastati, principes or Triarii. So Im using 4 legions against the might of the Gauls, Greeks and Carthage. Okay Im good but this is getting a little sweaty now :-)

you have to build the farming tree in order to build the barracks

you need communal farms and up for the barracks

Yep, he's right, try building up your farms to have access to the higher level barracks.
