Help me I uninstalled and cant reinstall

I have 4 mods downloaded for rome/bi xgm xgm diadochi forth eorlingas the new shadow.

I uninstalled RTW Bi then RTW then Patch 1.3 I used the add/remove programs.

The shortcuts for the mods stayed I thught they were going to be gone after the uninstall I tried deleting the shortcuts but then it said I would have to go to add remove programs to get rid of them. I couldt find the names in add remove programs.

So I tried reinstalling rtw but the autorun wouldnt work I went to my computer and clcked on the rtw icon that had appeared over drive f it didnt work.

I first asked in xgm forums and was given these instructions to fix it

Remove the RomeTW.ini file from your hard drive.

13) Search your C:\ drive for a file named RomeTW.ini.
14) The file should be located in C:\WINDOWS.
15) Delete this file.
16) Reboot your machine. At this point the game is completely removed from your system.

I followed them to the letter accept I had already deleted the rtw folder in programfiles before I got the instructions darnit . But rtw still wont install help me.
