i play with scythians and i captured campus alanni(population 400) . i have 20 units for garrison (2000 soldiers) because i captured the settlement last turn but public order is 20 % .

Well, apart from building happiness buildings (temples, etc.) theres nothing else but wait for unrest to go down. Although if your culture is different from the captured settlement, try destroying a few of the native cultures buildnigs (culture penalty).
For different cultures - a stack of 5 generals/family members does +25% population conversion per turn of just being in a region.
Run a siege for 5+ turns and a lot of the population in the besieged city will convert to your culture and reduce the penalty

A few versions back I added culture traits to diplomats - so you can also use them to push the local culture in a favorable direction. Sometimes it's useful to do this before capturing a settlement, or before building a colony.
Diplomats are also more expensive than they used to be though, so don't go crazy recruiting them.
I've never had diplomats or spies with a culture trait, other than the starting ones; I don't think the trigger is working.
Along the lines of public order, I was thinking the Eastern Kingdoms ought to have at least a small law bonus added to the governor's building due to the nature of the faction being spread out as it is. In my most recent campaign, their capital is in India, and they still have settlements in North Africa.
I checked it and it looks the other way around to me. Recruited diplomats have culture traits, but the starting ones don't.

Back on topic: I sometimes find lots of spies in captured settlements. It's well worth while to have spies and assassins moving with your invasion force to clear out pests like that.
