Character type abilities are hardcoded I believe. I added building_watchtower to spies once, but it didn't work either.
The only abilities you can swap around is giving family members and spies the ability to spread religion through using descr_campaign_db.xml, if you use the Kingdoms.exe.

That's from the British Isles campaign.
