I just got a pretty interesting idea. I was thinking that you could make it so that the more sucess a diplomat has with a certain faction, the better he would be to foster deals with that faction.
For example, if I had a diplomat that got a few deals done with England, he could get a trait that could say something like "English ambassador" and it could give him a bonus when dealing with the English. Perhaps it could come with a penalty if he were to try and deal with one of England's traditional rivals, such as the French or Scots.
Another part of this could be to have certain diplomats, when created, recieve random traits that would help them with certain groups. An example could be "Muslim" which could give him a bonus talking to Egypt, Moors, Turks, etc. Or even random penalties such as "Bigot" which could give him penalties when dealing with anyone outside of his religion.
Along with this, eliminate the economic costs for the diplomat when outside of your territory once he reaches a certain level.
This way, you could have one diplomat at each of your neighbors capitals who you can develop to make into powerful diplomatic tools.
