Question about Kiev in 5.1

So I noticed that in Custom Battles, Kiev gets Serpentines and Basilisks. I am currently fairly late into my Kiev Rus' campaign and I have the ability to train cannons, but not Serpentines or Basilisks. Was this a design decision or am I suffering from some horrible aliment?

Did you check in the building browser if you get them at later cannon structures?

Yes I did. They do not show up. I also have the most advanced cannon structure available and can't produce Serpentines or Basilisks.

Then you should check the EDB for these artillery pieces I guess.
