Diplomacy Question

I'm sure this has happened before but all the time I see other faction's diplomats and princesses showing the 'start diplomacy' animation to my cities (where they hold the scroll forward, the princesses' also bow) but nothing ever happens, no diplomacy scroll opens. This has been happening since I played vanilla MTW2-->CAE--->Stainless Steel--->Deus Lo Vult, so it's not some mod problem.

Anyone know why this happens? Am I insulting the diplomats somehow?

There is a difference of opinion on what actually causes it but it comes down to one (or more) of the following:
They have nothing worthwhile to offer
They don't have what it would take to complete a successful transaction
You have nothing they want
You don't have what it takes to complete a successful transaction
They are trying to bribe
They suck at diplomacy so any offer would be rejected
It's a bug/feature

Aaah I get it now, I always figured the AI with it's computerizedness would figure it all out beforehand...Bastards at scotland are probably trying to bribe nottingham every turn then! I'l run em through!
