It's the same for the Kingdom of Jerusalem. Probably should be that way for Venice as well.

yeah venice and genoa elected their leaders....venice elected them every year and genoa elected them whenever they liked.....they had a different leader every month or so (it was crazy and i don't think or would like that in SS6)
