Actually, the answer is no, God does not predetermine our actions, though He does know what they are. Time is a relative concept, and the passage of time depends entirely on perception. Humans, being confined within the physical dimensions of the universe, have their perception of time confined to a very narrow scale (astronauts can break these confines to a slight extent when, for example, they orbit the Earth at great speeds). God however is transcendent and not constrained by the limits of the physical universe. In effect, God can be said to be outside time.
The results of this is that for God there is no past or future, only the present. God can see the whole picture of time from the outside. God knows all of man's decisions, but it is still man who makes those decisions.
