The One Citadel Question

Playing 5.3

So I'm in 1290 as HRE. I just took Palermo from Sicily and it is a citadel. (Cool units you gain access to).

Now, I have fortresses in core HRE area that I cannot upgrade, but I also own Nottingham in England and I can upgrade that one to a citadel (it says I can, will advise as to what happens when it is supposed to be complete).

Help me out. Is it somehow allowing more than one citadel because it is not on the continent? Curious.

Is the 1 citadel thing in 5.3, or is that a new 5.4 restriction.....I've lost track on that.

No restrictions I know of. Now one thign you might be missing is that every upgrade requires a certain building to be in the city so check the building browser and see if you have the building that is required to upgrade to fortress ( I think it is the infantry barracks at least for lower end castles)

Cities of Magdeburg and Nottingham have almost same stats and buildings, but only Nottingham can be upgraded.

In my DLV 5.3 campaign with France I've got Paris(City) and Toulouse(Castle) which I can fully upgrade.

When you conquer some of the enemies big-cities/big-castles you also can upgrade these as well.

I did so with the castles of Marienburg (Teutonic Order) / Granada (Moors) / Hohenstauffen (HRE) and with the cities of Frankfurt (HRE) and Cordoba (Moors).

We have 31 factions..each faction has 2 metropoli..so we have 30 % Metropoli settlements

From what I understand, not all settlements can be upgraded to major cities and not all castles can be upgraded to citadels. This limits the number of elite troops that you can field all at once, since you can only train them in a few certain areas.
