Build troops and spies in them. The troops keep the people from getting too bad, and plus, if they do become rebels, you can just take them back and exterminate the population again. Spies usually just keep unrest down and they are supposed to find all the troublemakers in the city (though it doesn't tell you when the do, only if they find other agents)

Yes it does. To quote the RTW manual one of the uses of spies is:
Spies can be moved into one of your settlements to act as counterspies and to keep the local troublemakers under observation. This improves public order in the settlement
And it's not just part of the manual, I've seen it work!![]()
You also may want to relocate your capital to a city more central to your empire (keep it near your major coastal cities, however). And yes, garrison troops and spies in the cities, and it will keep the revolts down (although you'll take a slight economic hit).

load the cities down with mass peasant garrisons. also, destroy your Markets so the population growth is minimized.

Place your capital city in the middle of the map, approximately in Greece/Macedonia. Stock all your problem cities with masses of peasants, and destroy all markets. If necessary, build armies in cities near your problem cities, and let them revolt so that you can reconquer and Exterminate them.
Is the population to high in cities? This can have a negative effect on Squalor if you let your pop get to high before upgrading your city size. If its a huge city destroy some building that give positive effects on population rise.

Something important which hasn't been mentioned yet is that you can destroy existing religious buildings in captured settlements and then build your own, better ones. Replacing the existing shrine to Frigg (or what-have-you) with an awesome temple complex of Baal (or what-have-you) goes a long way towards quelling unrest.
Additionally, I'm not exactly sure how this works, but I think that replacing the local architecture with your own (e.g. building a 'shipwright - eastern' to replace a 'port - roman') helps to reduce the culture penalty.
Lowering taxes is only a short-term fix for public order as it adds extra growth that will lead to more squalor.
Demolishing buildings of a different culture and rebuilding them with your own ones will reduce culture penalty (which can be up to 50%).
If you can't fix the problem, let it rebel, take it back and exterminate the city. Then remove the health buildings or you will get the same problem again after a while.
A garrison can only have a positive effect of 80%, if you reach that limit there's no point in adding more troops. Adding a good governor with -unrest, -squalor and high influence can help as well.
Does Carthage have the ability to hold races?
I would remove all temples that add to farming, growth or health and replace them with ones that add law or happiness. Law temples should be preferred over happiness temples as the latter ones will make your governors become drunk, horny and corrupt.

I thought that was a rebel general (in the pic)? Also, you should be building temples to baal everywhere, for the happiness, have low taxes, garrisons that have 80% happiness (check in the settlement detail scroll) and build execution squares in every city. Concentrate on stagnating population growth in cities (destroy markets if you have to). If they keep growing, public order will just keep going down.
