I got everything to work using the first fix. Just thought I would mention to everyone; make sure to double-check where the files are placed after you extract them. I extracted mine to PDER\data\sounds, only to find that within the "sounds" folder there was "PDER\data\sounds\english_sound". All you need are the files out of that very last folder. So make sure to cut them and paste them into the original sound folder.

If you aren't asked to overwrite files when you extract the fix, then something isn't right; be sure to follow the path of extraction and overwrite the old files and I think it should work. Or at least, from my experience, that's how it worked.
