Unfortunately it is probably true that she is genuine. I don't know what Americas education system is in terms of its quality. Though I have not heard good things. However, there is no way in hell any Western nations education system is that poor. The person in question is, simply put, stupid.

And no it isnt a national problem it is a stupid people problem which are a global problem. Just look at the French (or French Canadian) game show where the guy couldnt answer what circles the earth the moon or the sun.
