Hi all, I keep getting offers for guilds in cities where they don't make any sense, i.e. an assassins guild in a city with not brothel or inn etc...

I understand the system assigns points at random. If I say no to a Guild the first time, does that increase or decrease my odds of getting another one sooner in the city that is producing all the agents?

You can safely decline guild offers, but guild points slowly decay over time by default. The problem lies in only guild offer per turn and lots of settlements without guilds.
