Disclaimer: This is not about wanting more stacks or getting imperial/marian reforms faster.
Unit Cost: I think it would be best that rather than having upkeep lower then recruitment but vice versa. Say a unit that normally would cost 900 with 500 upkeep instead cost 500 and the upkeep be 900 (Or some balanced number). IIRC armies in the ancient world had a much harder time paying to upkeep their units rather then recruiting them therefore this way in a crunch I can afford to levy units but at the sacrifice of my economy. I think the AI can handle this and will allow for gameplay to be a bit more historical for the player.
Roman Reforms:
1)During the polybian reforms I think that it should be possible for the player to grant certain settlements citizenship. I am not sure if the engine allows it or not but I believe this can be done by certain buildings that cost alot and/or take along time to build. This allows players to have alternative roleplaying options as well as allowing for allowing more romanized conquest outside of Italy but this is really mainly for roleplaying options.
2)I think that for the Imperial reforms the minimal date should be the same as marian reforms and the required settlments should be deleted and only have the requirement of the character to enact the reforms. With the original requirements you can get the reforms ahistorically anyway and I think under this new system you have a chance of getting imperial reforms before you take over the world.

Can't wait to see how EB 2 turns out. 0, and have you ever been able to learn how to change the textures of the buildings? That would be great for EB 1 and more or less needed for EB 2.
