What if there was some choice as to how your governors/generals gained traits? It could be a bit like neverwinter nights or knights of the old republic.
You could have prerequisites that branched into other traits and the player could have some control over how the characters developed. There could be basic traits that opened up other choices as the game progressed.
For example a governor could have more traits related to law, in order to manage an unruly city, or one could have traits mainly centered on improving trade if he is to rule an orderly and prosperous city.
Generals could become specialized in cavalry or siege for example.
Of course, you still want some randomness and definitely traits that result from actions in the game.
In this way, the player could sort of 'level-up' a character through his life and really develop his role. I think this could deepen the role playing element of the game considerably, especially given the intrinsic differences between the various factions.
One build that might result would be a general that instills law so that when he conquers distant settlements, the public order is better. Or another might be one that can more effectively sack a settlement, plundering more.
Naturally the traits would have to be somewhat balanced or a couple of character builds would always prevail.
