"During what was supposed to be a somber memorial service in Statuary Hall for Rep. Tom Lantos, who died Monday, the House chamber became mired in chaos over procedural votes," the Politico reports.
House Republicans are upset that Democrats are voting today on contempt citations for White House aides Harriet Miers and Josh Bolten, and vowed to hold 'protest votes' to suck up time and delay the contempt proceedings.
But Democratic aides were shocked when, during the middle of a memorial for Holocaust survivor and Congressman Tom Lantos, GOP Rep. Lincoln Diaz-Balart demanded a procedural vote on the floor, forcing members to leave the service early, even "while dignitaries were still giving tributes to Lantos."
"The disrespect that has been shown by a Republican member of Congress in calling a political procedural motion during the memorial service for the late Chairman Tom Lantos is incomprehensible," said Stacey Bernards, a spokeswoman for House Majority Leader Steny Hoyer (D-Md.). "It is unjustifiable, and Republican leaders should restrict their members from further such action."
Here's Diaz-Balart speaking on the House floor, claiming he was justified to interrupt the memorial because the House had been called back in session. But no votes were scheduled during the memorial, and the vote he call was entirely procedural:

"Everyone from the Israeli Foreign Minister to Condoleezza Rice to Bono took time out to mourn the loss of this respected Holocaust survivor and Congressman, but apparently, even a memorial service can't stop Lincoln Diaz-Balart from playing politics," Florida Democratic Party spokesman Alejandro Miyar said. "This is simply shameful."
"The disrespect that has been shown by a Republican member of Congress in calling a political procedural motion during the memorial service for the late Chairman Tom Lantos is incomprehensible," Stacey Bernards, a spokeswoman for House Majority Leader Steny H. Lantos, the only Holocaust survivor to ever serve in the U.S. Congress, represented California's 12th District for almost 28 years. He died of esophageal cancer Monday at the age of 80.

So you can expect them to try to gum up the works with motions to adjourn, insistence on roll call votes at every available opportunity, and generally to provoke fights over every procedural twist and turn possible. Use of this rule minimizes their opportunity to do that, though you can still expect them to waste an enormous amount of time on things that would make normal people's heads explode, like demanding roll call votes on whether or not the House should proceed to a roll call vote on whether or not to adopt the rule (which will show up on your C-SPAN screen as a vote on "Ordering the Previous Question").

Contempt of Congress. Those two can show up and take the fifth on every question, but they can't refuse a subpoena. So much for law and order republican types.

As I keep pointing out, it's republicans trying to stifle debate and using every dirty trick in the book, even during a long time colleague's memorial service. I don't understand that mentality tbh. If they had anything resembling a wake for a co worker at my job, I'm gonna spend that time getting drunk and contemplating (same thing, really), not trying to out maneuver my living co workers.

What dirty trick? They could not debate a completely and utterly useless bill because of the memorial service. So the dems said they would remain in recess for the service and then went against their promise. End result is a vote and no debate. Is that not a dirty trick? It's damn clever, cynical but clever.

And even better for the dems, to the average american that catches the blurb on the news, it's republicans interupt memorial service. And the whole denying procedure using a dead man is hidden away under the rug. Brilliance.

So republicans are neither savvy nor moral? Bummer for them. Also, the middle of the guy's memorial thing wasn't the "one shot" for them to put up their obstructionist roadblocks, just the most despicable (republican) time to do so. They said they planned to do things like that all day.

I read a bit more on it and it wasn't a vote on whether or not congress was mad at meirs and bolton. The dems promised recess during the memorial, then went back on their word and rang the bells to force debate on meirs and bolton to keep the survelliance bill from being voted on. Clever little bastards.

they believed they had an agreement with the Democratic leadership that House business wouldn't start until the end of the Lantos ceremony. And they said that Díaz-Balart, as a member of the House Rules Committee, was forced to act when Democrats reconvened the House during the ceremony because he didn't want Republicans to be prevented from objecting to a vote to hold White House chief of staff Josh Bolten and former White House counsel Harriet Miers in contempt of Congress.

So the republicans called the procedural vote after the dems initiated house debate DURING the service.
