Default Public Security vs. Personal Security

Total brain dead question here. (I'm American so shoot me)

I was wondering the difference between Public security and Personal Security?

I'm assuming Public Security deals with your chance of foiling Spying attempts and Personal Security deals with your chance of foiling Assassination attempts. Am i correct in assuming this is what these two characteristics are for? Are they used for anything else?

Never heard of public security, but I suppose that your thought is right if it actually does exist.

I don't remember seeing public security either.
Are you sure you are not talking about Public Order ?

no i'm talking about publicsecurity. for example. If you look at the trait Xenophobia it has publicsecurity 1-3. or counterspy has publicsecurity 1-4. where as HighPersonalSecurity has Personalsecurity

Then I guess you are right when it comes to spies and assassins. Perhaps Public Security protects you against spying on cities and sabotages and Personal security protects the character agains assassinations and spying on him when not inside a city.

That would explain why sometimes my mid level spies have reduced chances of infiltrating a city which does not have any spies in it but does have a general. I lost 3 mid to high level spies in a row trying to infiltrate a city when they had 70 percent chances and there was no AI counterspy in the city. I didn't check the general in the city. I'll have to do that tonight to see if he has some public security trait and if so I'll assassinate him and see how the infiltration goes.
