what are the requirements for the marian reforms in xgm. rome is a huge city now but no dice...
i'm not really sure my Rome wasn't huge till like 230' BC and i conquered alot of settlements that time. I think it has something to do with the date or the number of settlements you have.
well in this campaign its 140ish BC and I have about 35 provinces. Rome is a huge city just this last turn. This is frustrating, I was counting on the new legions to help me defeat the spanish, gauls, germans, carthagians who are all attacking me now.

It is wrong. I'm pretty sure that used to apply in the early versions of RTW but in the current ones there isn't a turn limit, and it's only dependent on getting an imperial palace in an Italian city.
P.S. I know this much for a fact because I cheated and tested it out to make sure my guide here was correct. You can give a city the needed population + money, process_cq to get the government buildings, and when you end your turn the Marius reforms will trigger in turn 2. So you can in theory start making cohorts on your 2nd turn if you cheat for it.
