Can't build roads

Hi, i have started campaign with Seleucia and managed early on to capture Tarsus and Side. The problem is that i can't build the dirt roads in these two provinces. Started a ptolemaic campaign just to check if they have the same problem, but everything is allright. I haven't made any modiffications to EB, exept installing the pahlava fix.

You have to have a government installed to build roads. Did you tear down the government and not yet install a new one?

Yep, i thought that might be the problem and the next turn a lvl 2 government will be finnished in Side so hopefully it will be ok. I couldn't find note for this thing in the FAQ, maybe it could be good to include it, if it's not somwhere already. Thank you Marcus.
