Flickering shadows

I don't know if something is wrong with my video drivers or if it's a game problem, but the shadows during battles look low-resolution and flicker constantly (and I have the shadow setting on high). It's especially noticeable when I zoom out. Anyone else have this problem or know how to fix it? My specs are:

Pentium 4 3.0 ghz
1 gig ram
7800 GS 256 mb using the 169.28 Forceware drivers

I have this happen to me but only when i set shadows on low, which i think is normal to happen. Try setting shadows on medium and make sure shader version is set to 2 or higher. I notice the flickering shadows when multiple units are clustered together but it doesn't bother me much, I'd rather crappy shadows over having lag when fighting an epic battle.
