What is the purporse of Halberdiers, as heavy infantry, pikemen or spearmen?

In the Silver Shield mod, they serve as Pikemen with an AP attack. -Very- useful for defense against cavalry, and the AP attack allows them to handle light infantry (militias and such) wel. They can at least hold off heavies for a bit, buying you time. They should be pretty cheap, too, making it more cost-effective to do so.
They are a mix, so they're designed to be more versatile, ie good against both cav and infantry.
Go good all rounders?

I have absolutely no idea what Halberd Militia is for in vanilla M2:TW.
They get eradicated by anything from Elephants to Town Militia.
They suck hard on everything and are the utterly radical definition of uselessness in basic Medieval 2.
That is so true, you want some solid Spear/Pike infantry and some nice Swoard/Axe infantry. Trying to do two jobs with one unit just results in massive casualties.

Is it better then, to just use normal spear militia?
Depends where your cities are. If there is no fear of attack, it doesn't really matter what you use to garrison provided there is no upkeep charge.
But if the city has a threat against it, spear militia, archer/crossbow militia and two units of heavy infantry + one cavalry. Will cost, but you should be alright in a fight.
Halberds can be useful, but need support.
In terms of defending cities, NEVER place them on a wall. Instead, have them hold the enemy at the gate. Place them at an angle, and use crossbowmen or gunners to fire from the other side.
With armour upgrades they are line holders, but not line breakers.
