I think the historically least significant were Saba and Baktria, but I would hate to see them go. Rome's Rebels really do not have much effect on gameplay with loyalty turned off.
Independent Greece is great with or without loyalty, actually. It would take numerous factions to replace it.
the game is nice as it is, but if i had to decide i would choose Saba, that's why i voted this faction.

Why would he have to remove a faction, by the way?
The mod have a free faction slot, we only have 21 faction. But the Roman Rebels are the most useless faction.
It would be great to use the free faction slot to add the Bosporan Kingdom and to remove the Roman Rebels, so we could have Epirus.
In most games Saba has a very limited role, unless you play the Ptolemies or the Seleucids. Baktria gets mauled over by the Seleucids anyway, but I would really miss the eastern flavour they bring in the game. My vote would be to remove the Roman rebels, they are less important then the indie Greeks or Gauls because they only have lands near Italy, and they aren't very important for all other factions except Rome.
What faction would replace the removed one? I would love to see an Indian faction, but the Bosporan kingdom would be nice to.
I dont see how people think the Roman Rebels dont play a big part in game play, I have ound in my campaign that when I took Rome 1/2 their empire (which was rather big 1/2 went over to the rebels and a massive war started me (Greece) and the Roman Rebels vs the Romans. Im finding it really interesting watching two Roman factions fighting it out over control of the remaining empire (which doesnt include Italy any more, as thats mine). If you havnt seen this before check out my AAR ans see what I mean.
BTW I voted Indi Celts because I didnt really know who to vote for but they had afected my campaigns the least.

I think that we should remove the greek cities - c'mon everybody has played dosens campaigns with them and there are so many AARs....
I've never been lucky enough to experience useful Roman Rebels like that in my campaign. Also, I have loyalty turned off. If the rebels could be used to check Rome more frequently, I'd be fine with them staying, but I think right now they are the first to go.
I like the fact that this game makes some generalisations rather than trying to represent every minor power as its own faction. I think at the end of the day this approach is both more historically correct and more fun.
For this reason, I am not greatly fond of propositions like having Epirus as a separate faction. I think that level of minutiae belongs on a smaller map.
We shouldn't remove any as DBH will eventually get the civil war scripts going and we will face some awesome, MTW style civil wars! (Hopefully)
Personally I am pretty satisfied to the current situation. I think both Bactria and Saba have important roles in this game - at least to fill the world map. E.g. if you play the Seleucids the situation in the East would be duller, if there were only Parthians to handle. And if you play Saba, it gives a whole new perspective to the game.
For the possible new Factions, I think Epirus is quite well represented as a part of the Indy Greeks and mighty Pyrrhus, and how it would be different to the other Greek Factions? Otherwise India or Britannia as new Factions would be at the edge of the world, not in the middle of the action. I also like the idea of civil war, because as we all know both the Romans and the Greeks used lots of their energy to fight those civil wars. I am not sure if the Bosporan Kingdom or Illyria could bring something extra to the gameplay, but I can listen if you have good ideas...
Finally we just got this new Faction Eastern Kingdoms to add this game....let’s see how well it will fit to the XGM...

i voted for roman rebels but that is with loyalty off.
with loyalty on i had a massive civil war against the roman rebels, nearly all of my greek and iberian territories rebelled against me. it was a really fun campaign.
I still fail to understand why there should be faction changes? The good thing about TWC is that you can find different mods with different factions. Soon RS2 will be out (maybe not soon, but at some point - cherryfunk can tell more) it has Sparta as separate faction and much more, EB has britain and so on. the roman and greek rebels are unique and IMO should remain like this
