They're much better in XGM than they are in vanilla. They have had a fair bit of attention in the mod and are the faction that benefits most from the AoR system that XGM uses. For more info, check out the faction guide here. Read the one for Carthage and you'll see what I mean.

They are better than vanilla, but rome also got a bit upgraded so it won't be a walkover.
Logistics is the key to victory with Carthage, that and the fact that they have one of the best AOR selection in the game...

carthage is alot of fun to play with because of the aor system, your armies will be very diverse.

Plus has thier been a mercenary upgrade? Carthage likes mercs.

Well, to represent 'mercs' for Carthage, they get a huge AOR system. Carthage is definitely one of my favourite factions because of the diversity of units they can field with the AOR.
