computers making too many skirmishers

myself and pontus are the only ones left on teh hardest level of both campaign and battle. although whats terrible is pontus is just putting out many light skirmishers and very few heavy units, like spears or eastern legionaries. this makes the battles easier and not interesting as my legionaries (i have imperial legions now) just tear right through them. it does get hard when many armies come against one but its still a decisive victory. why doesn't the computer produce more heavy units that make the battles more competitive?

As you said, you are in the highest difficulty. Thus, the AI will receive money bonuses every turn. The AI usually ends up recruiting cheap units as it can produce much more numbers and then it tries to outnumber you. CA programmed it that way for some reason, but you may be able to change the AI 'play style' on descr_strat. Just search the modding forum for some more info on changing how the AI plays.
