Cannot build siege engines!!

Playing as Oman and although listed in the building browser I am unable to construct the buildings for ballista, catapult, etc, as it doesn't appear in the build options!!

Strange. I've just captured Sana and can build siege engines there but not in Muscat or Nizwa etc!!

Yes that thought crossed my mind. Just seems strange to apply it to siege engines!!

Maybe modders wanted to somehow show that some parts of Mid-east lacked engeinering, or wood required. Or had no need for it. For instance i dont see if Makurians would be able to use siege engines. But than again, my lacks in knowledge can be the couse.
