For the purposes of gameplay, yes. For the purposes of role-play, you could imagine that they made a deal with your attacking force to be spared and go quietly into the night, back to their farms.

It hasn't happened in so long that I can't remember if you still get the option of exterminating, enslaving, or enchanting the population?

yeah you do get those options, this is the first time anyone surrendered to me, syracuse, and im carthage. and i chose enslave which was stupid i should have just occupied it
