Conquering the world
Hi I'm playing as Carthage and I've managed to conquer all the cities required for victory conditions except Tyr. Everything went favourable, It seemed odd to me but romans even agreed to sell 5 of their cities to me even important ones like Rhegion and Taras o.O
But I start to encounter severe problems regarding conquering new cities because they have so low happiness! Even when I have a big army garrisoned. It takes so much time for their culture and unrest penalty to lower -_-"
So I just need some tips to govern new cities to conquer the world. I don't really like to exterminate population too -_- And also, will it be possible to keep Carthage as my capital?

U should go for extermination if the happiness icon is already red (or blue if you'd like) when you get the occpy/enslave/exterminate option, tho it doesn't seem to work well if the population is very small.

Make sure to build law buildings. They cancel out corruption and add order.
Also, make sure there are no enemy spies in your town. Train your own spies to find and expel any enemy spies.
