Criteria for Crusade targets?

All, any idea what criteria the game uses to determine what targets are available for Crusades? I mean at any given time there are maybe 2-3 factions excommunicated but rarely do I see them listed as targets for a crusade. I see mainly Russo-Lith cities with the occasional Muz faction listed.

I think it is
a. muslims
b. orthodox
c. excommed nations
d.nations that the pope is at war with/ doesnt care for.

usually the first excommunicated faction gets its top cities on the list but if they are still excommed and mroe are excommed it seems that onli the capitals are crusade targets...its [retty random same ofr jihads for rest of settlements...like baghdad is a silly crusade target, novgotod should be one...

i belive that cities like: Tunis, Antioch, Jerusalem and Bagdad(sp?) are always on the list.
Also exocummunicated factions capital and other Huge cities are seen often.

Add Cairo to the list...for the last 3 games I had cairo as the first crusade target

and i forgot Vilinus it is always target number one if you dont play as a catolisch faction.

Can I give back Vilnius to Lithuania after I capture it, without losing rep with the Pope?

I'm besieging it right now as England with 2 Crusader stacks. I want to keep Lithuania in the game and they only have 3 cities with Vilnius as capitol.

There's no crusading on orthodox factions unless they are at war with the Pope.

Now the Pope usually picks the biggest city. Cairo wins 99% of the time.
