No Roman MIC available

Hi,

I took Taras from Epeiros on turn 3. I have destroyed all Greek MIC and built Type 1 Government. No matter what I do, I cannot build any Roman MIC...population is now 11220 and the year is 255BC.

Any suggestions?

P.S. I have just noticed that there is no "Camillan Military Era" marker in Taras. I went straight into a Type I government after the Provisional Military Government phase. In Segesta, I went first to Type III and then to Type I, and I get the Roman MIC.
