I don't think you quite grasp the concept of a "mini-campaign". It only has a few factions and 2 playable but Vashiyusuf, is that a hint about what the next one will be about?!

No, there is going to be at least one more mini campaign released before the whole of RTR VII is released. My understanding is that the final product will be a full campaign RTR VII using the whole campaign map and all factions (similar to RTR 6) with mini-mods that can be played like custom battles.

The release of a mini-mod, like TIC, should not delay the final release of RTR VII.

The release of the mini-mod has the advantage of releasing something to the fan base. After all, we have all been waiting a long time for RTR VII. The comments from the feedback about TIC will help improve the next release of RTR VII.
