I would say one of the units among the armoured steppe lancer/horsearcher units.

like the sarmatians the saka and baktria type cavalry units?

the sarmatians, saka, and parthians all fall into this category. the baktrians have some fine super heavy cavalry, but they aren't trainable till late.

I think the Hippeis Xystophoroi for KH are pretty awesome, along with the Pedites Extraordinarii for the Romani.
