When you build an imperial palace in Rome The reforms will begin. What do you mean by requirements system requirments or requirements for reforms.

I built the palace and still no reforms. Year is 258 BC.

It happen when you build the highest teir goverment building and it is completed.
Your both wrong...I tried building it in Rome...Nothing, built it in Arretium and got the reforms. SO I'm guessing it only works in Arretium, must be the city the reforms were found or something.

To get the Marian Reforms you must build an Imperial Palace in a city in Italy besides Rome.
Caesar is right. You get the reforms when you construct an Imperial Palace in any Italian city OTHER THAN Rome.

Oh sorry I am not a good Roman player and have only gotten to the reforms on 2 campaigns I hadnt abbandonded.
If you want you can even change which cities count as "in Italy" in the "descr_regions" file, just give the region you want the "italy" resource.
The reforms weren't tied to a certain area. In 107 B.C. Gaius Marius reformed the Roman military system, before this one had to own so much property to enter the military.

On a sidenote, if anyone is curious about how to get the game running so that the reforms will trigger by your building an imperial palace anywhere in Italy INCLUDING ROME (which, as has been stated earlier in this thread, is not included), let me know and I'll write a short guide on how to do it.

Yes, just goto "descr_regions" and add the hidden resource "italy" to which ever provinces you want to be able to trigger the reforms. Isn't that right, Warmaster?
Adding Italy to a province will add it to the list of ones that will trigger the reforms, except for Rome. Rome already has the Italy resource IIRC...
Its to do with the engine not letting the reforms happen in the city with the internal name of Rome (if you don't know about internal names, don't worry). So you need to do some quick text editing in a couple of files to make it think Rome is another city entirely. So here's my quick guide...
Now, for the purposes of this guide, we're going to swap Rome with Taxila. I just chose Taxila at random but it should work for any other region that is outside of Italy too:
Open RTW/XGM/Data/text/barbarian_invasion_regions_and_settlement_names.txt
-Rename the word next to {Rome} to 'Taxila'
-Rename the word next to {Taxila} to 'Roma'
(You may need to use Ctrl+F to search the document to find Rome and Taxila in the first place since they're not in the top part of the file. You'll see what I mean...)
Then open RTW/XGM/Data/world/maps/base/descr_regions.txt
-Under 'Latium' rename 'Rome' to 'Taxila'
-Under 'Gandhara' rename 'Taxila' to 'Rome' (NOT 'Roma'!)
And you're done. All you need to do is rename 4 things and you're set to go with a game completely identical to the normal one except that Rome now can trigger the Marius Reforms.
