question about joining fleets

Hey, i was just wondering why I cant join fleets. I built to fresh ships, neither of them have fought a battle nor have they got a command rating, yet when i try to join them, theyre both greyed out and cant join each other.

If both separate fleets, have same command rating is impossible to join, that mean you only can join lowest rating into highest command rating fleets group. The other way,If you really want join new fleets into the existed fleets group with no command rating, u can "park" into one of ur port and then build a new fleet.

i tried that too. I tried to join my no ranking to a two star and i couldnt either

You're playing as Romani? The Roman (hidden) name traits have caused this problem. IIRC, in the next version Romani admirals will have no hidden traits and only one name. That will fix the problem.

v1.1 will not be save game compatible with v1.0 saves.
