I presume you mean your experiencing lag on both the campaign and battle maps? If so...EB is just pushing the limits of your PC. You could try turning down some settings, however if this happens to be the case, your best bet ultimately may be to upgrade your rig a bit.

I think the mouse speed is adjustable in RTW games. So, try to raise the speed in the options menue.
