background scripts are modded in to the game to perform some thing automatically......like automatically sprawing armies....etc.....scripts are also used to give more that 2 turns per year etc....i think EB traite system is more based on background scripts....

I can tell you this, without the script EB is broken. The AI will go into huge debt and take forever to get out. And once they do, they will deplete their core cities of population and then not build governments and MICs in cities they conquer. And, as said without it you will have no 4 turns per year, no missions, no reforms, no events, et cetera.
