The Teutonic order is better than both however, in both unique and specialized units as well as most of their stats.
They also have a much better starting position, with both more land and more income and they have easier allies(the HRE and Poland are both more willing to help and much closer to the Teutonic order than the Byzantines are to the Templars/KOJ) and their early enemies are much weaker (Novengrod may be a problem, but Luthalania can be conquered easy early, the Templars have to deal with the Turks and Egypt which both start out strong and the KOj can add the Mongols to that list)
Its true the Teutonic order will have to face the Mongols eventually but by the time the Mongols make their way to Germany, you should have access to the Teutonic plate-armored spear men and the dismounted Knights armed with halberds both of which backed up by some calvary for chasing horse archers and stopping bodyguards will totally destroy the Mongols.
