I get all kinds of Goofy offers.
Last one I remember was very early in the game. I was sending my diplomat out to contact everyone and get alliances maps and trades going.

I think the more map info you have, the more money you can get for selling it.
That is strange Nosjo78, I can never get a faction to "give" me a settlement. My global reputation is very thrustworthy and my relationships with most nations is good (I have between 4 and 8 alliances in a game), except with nations I'm at war with. I'm pretty close to wiping out Egypt with the English and may try to get them to be my vassal (they have only three settlements left, one of which will be mine the next time I play).
A few targets WILL always be available to you in the first few turns in the game. A few that I ALWAYS do are as follows.
1. Toulouse- Portugal, Spain, and Milan can usually buy Toulouse form the French for Alliance, map (both ways), trade, and offer 1000 florins a turn for 5 turns. They will counter usually for 3 to 3.5 k a turn for 2 turns or so.
2. Bologna- Milan, Venice, Sicily, Hungary can always buy Bologna for about the same as Toulouse from the French.
3. Vienna- Hungary can almost always buy Vienna from HRE for about the same as above.
4. Hamburg- Danes, Poland, France can usually buy for the same as the above.
5. Stetin and other settlments in the north can usually be bought for slightly less than the first cities I mentioned.
Seems to be in the beginning the larger poor factions, ie France, HRE will sell settlements for some money.
In later parts of the game you can buy them rather easy if you have a good amount of money. Usually somewhere between 5-30k a city. (which is easy if you play the turtling method.)

Is worth pushing for your demands. For example like nosjo78 i demanded a settlement but i didnt get as good a deal. I had to pay a fair price however it was worth it because normally the cost is repaid by the economic boost the new settlement offers. But wow that was a good starting offer. Sometimes diplomacy is important as you can prevent the destruction of your armies or settlements so i recomend that you train your diplomates up they can save time and money.![]()

You get better deals because your reputation and relations are better at the start of the game
