You cannot send all units across the bridge.. Only one at a time.

My favourite solution to this problem is scorpions, which clears out the congestion pretty effectively. Onagers are even better, but you'll have to add them back into the game yourself.

It's a traffic jam and prevalent in a bridge crossing. If you really want to reduce the chance of it, drop the unit size down in export_desc_unit.txt.These are not my phalanxes, AI phalaxes try to cross bridge but they get stuck..
If you are playing RTR 6 Gold you could use the RomeSage utility to change unit size 'on the fly'. It's my understanding is that it can't be used by RTR PE.
I use archers and scorpions / ballistas for bridge defense. Set the archers to use fire arrows but don't do this for scorpions / ballistas (it may look nice but it isn't as accurtate - I think it may be slower as well).
