    Default Question About Reforms

    I have just done all the pre-requisites to get the Pan-Caucasus reforms for Hayasdan (with all of the provinces, Town Defenders, Roads, Markets, Large Town Upgrades, and Homeland and Royal Satrapy buildings I need).

    My question is: what do the reforms actually do? Do they give my king a special trait? (i.e. Arkayits-Arkah, "King of Kings") Or do they simply allow the complete Orontid Empire Reforms? And if so, what happens after the Orontid Empire reforms? Is it merely the Royal Satrapies which give me access to my strong factional units in farther provinces or something more than that as well?

    Sorry if this is already posted somewhere, I have looked at the Hayasdan Reforms texts and I am not clear on the benefits, which is why I'm asking.

    I haven't played Armenia myself, but according to the Hayasdan Reform preview, it's a question of unlocking governments. If you play as the Hai, you'll start out with type III and IV governments only. Once you complete the Pan-Caucasian reform, you can build type I. The Orontid reform is similar: it allows you to build type II governments in the Persian provinces. The level I and II governments in turn allow you to build the higher levels of the factional MIC, and thus unlock your elite troops.

    I also got the King of Kings trait after the Pan-Caucasus reforms, so that's good.
