What probably happened with your cardinal is that the Kingdom of Jerusalem was given a "Cardinal", but one wasn't taken away from any of the other factions. As a result, only the original 13 appear in the college. Perhaps when one dies, your cardinal will step into the gap?
The Kingdom of Jerusalem family tree is, I believe, an acknowledged boo-boo that resulted in borrowing a little too closely from the Teutonic Order. I imagine it will be fixed in the next version of SS, and there may be a "quick-fix" floating around that I don't know about.
The easiest way to get more generals is to indiscriminately adopt. The game is constantly flooding me with adoption requests, and I imagine once your faction annexes enough provinces, the same will happen to you. Another fun avenue to take is to build third-tier stables in your castles, as these buildings allow you to recruit new generals (which saved my campaign against the Sicilians as Byzantine).

90% of the time when i attack without a general twice with one stack without changing the units, i get a promoted one....... and those are better than the adoption ones cause they start off with high command stars and good retinue

To get more generals just recruit generals from high level stables for any faction.
