factions go mad

Has anyone else noticed that when you take certain towns.Some faction immediately try to take them even if they are struggling against another faction and are not at war with you?

EG gauls go crazy if you take pativium
.
iberians/carthage if you take narbo?
.
and Macedonia and greece depending who is dominant go mentle if you take delmatia

Carthage is a pretty freakin' big empire at my save (it has all of afrika, spain, gaul and some in germany, just threw him out of Italy after he took it), and I think I really pissed them off by sneaking into Afrika and taking Carthago. He's coming for the city now, with like, 5-10 huge armies..

He stopped attacking upper-Italy though, so my tactic worked.
