    Icon5 Growing Pains

    I am playing PE 1.9 (BI) and I'm currently enjoying my Numidian campaign (I just attacked my ally, Macedonia in order to halt their rapid expansion. Then I was attacked by my Roman allies in Sicily, but they wish they hadn't done that now lol....).

    Anyways,

    Problem is some settlements with increasing populations do not have the option to upgrade the governers palace type biuldings. For example Hadrumentum has a population of over 20,000. When the pop. reached 12,000 i got the "town grows" message but there is no option to upgrade the Governor's Palace into a Councillor's Chambers. As a result the town is growing increasingly unhappy. I tend to slaughter populations when I capture cities to avoid revolts in the future (maybe related?).

    Why is this? Is there something I need to do in order to be able to upgrade?
    I have encountered this problem in several campaigns.

    Would be great if some one could explain.

    Have you built a forum in these settlements ?

    I've checked.

    In fact, to build a councillor's chambers or whatever the name is, following which faction you're playing, you need to build a level 3 market place (forum, agora,etc).
    And for the further gov' building, you need the level 4 market place.

    Ahh, in some settlements I haven't built forums. I didn't realise I needed to build forums to allow expansion. Why is this?

    Thanks for the quick response. I knew it would be something very simple.

    EDIT:

    OK thanks. That makes more sense I guess. In order to increase the size of a town it must have enough resources to sustain the pop.

    You need the top forum to upgrade,for instance before you can get an imperial palace even if you have the require population you must have the top forum in place before you get it
    .
    As for killing your captures,some settlement tend to always revolt ,such as gades,tingi and a few others especially in iberia!! I put theses to the sword

    Even if you have the required buildings and get the 'town/city grows' message sometimes the next level government building won't show.

    The reason is that the population has fallen below the level required to trigger the building being available. Typically, this is done because you've just recruited a unit in the settlement.

    I guess the trick is to add to the building queue prior to adding to the unit queue.
