They definately damage enemy morale. Wether they do more damage or not is more difficult to be certain of. Flaming arrows are less accuracte, so it's harder to compare the amount of kills they inflict.
nope dont think thye do in vanilla (although it has been so long since I played it) they deal great morale dmg and are less accurate plus firing speed is slower so in many cases you dont use them. Dmg might differ from one mod to other...
Also you can modify the values by editing descr_projectile file (if you used unpacker first)
It seems as if they do.
When I fire a volley of normal arrow with peasant archers at an enemy genral, it sems like 9 out of tean arrows that make contact ricochet harmlessly.
When I use fire, far fewer make contact, but it seems liek they don't ricochet as often, and the poor guy bursts into flames that don't quite seem possible and bakes to death in about 0.5 seconds.

Haha ! This made me laugh out loud in my office. Yes the flames don't really seem possible, but seeing a whole man and his horse burst into flames as if he's been sitting in a large bucket of kerosene for a few days has got to be one of the best aspects of this game. And when it's the GENERAL that bursts into flames you get a whole video. Top ten moments of MED:II gameplay in my opinion.

Well I would have to see a vanilla descr_projectile to confirm that for you but maybe you think so because way less arrows actually hit the unit? flaming arrows have really way worse accuracy vs units
I'd have to agree on the general flambe being one of my favorite moments in M2:TW. Especially if you get more kills nearby in the video. Nothing quite like watching one guy spontaneously combust and three others nearby following suit.

Maybe I'm a little overboard but this is how I picture it when it happens, because the arrows just seem so impossible that they really must soak in kerosene prebattle as you said.

its good to switch them on if you're fighting an uphill battle. the little moral hits it deals can make an enemy break quicker in a close battle. but if the battle is a lot more in your favour, turn them off so the regualr arrows do more damage through rate of fire and accuracy and may save you from a melee..
also really good in siege battles... if they have broken the gate down it will hit their morale as they are about to enter the gate and run onto your spears. or if they have just burst onto the walls...

is the moral penalty the arrows deal permanent or does it degrade over time?
I find that flaming arrows hit less often but seem to ignore more armour. I use them when targeting heavy infantry or cavalry as i get way more kills on them with flaming. When targeting light/unarmoured infantry I go back to non-flaming
Hit them as hard as you can, as fast as you can, where its going to hurt them the most..... and preferably when theyre not looking!
It does not degrade over time, but can be degraded by morale boosting effects like reinforcements, winning a battle etc.
Flaming arrows don't damage morale quite as well as Naffatun's do, they can make a unit rout when they've only inflicted 15% casualties or so (depending on unit morale and wether they are supported or not).
