It can but it would mean separating every section of a model so you can connect them to the correct bones, ie; upper arm, lower arm, left foot, left lower leg ect ect..and then you would have gaps where the connecting sections (eg; elbow) moved. So no it wouldn't work for a whole model. It does work for anything that's static, ie weapons, shields, helmet plumes, belts, ect ect..

um yeah, anything... you can link anything to any bone, you just have to keep in mind that it will merely be linked to it in terms of position and rotation, but it wont act like "skin". Thats why you link objects like weapons and shields to it. Whatever you have in mind though... the best way to find out if it works like you want it to is just to try it.
